Capability C1
Strategy & health systems strengthening
Support to governments and organisations developing health policy, strategy and the institutional arrangements needed to deliver them. Scope covers situation analysis, priority setting, governance and organisational design, and strategic and operational planning, with the implementation and measurement layer specified rather than assumed.

Capability C2
Epidemiology, surveillance & emergency preparedness
Design and strengthening of disease surveillance, early warning and outbreak preparedness systems. Scope covers what is placed under surveillance, at what threshold, reported by whom and acted on by whom, together with the epidemiological analysis that turns surveillance output into a situation picture.

Capability C3
Digital health & health information systems
Design, configuration, rollout, and optimisation of routine health information systems, with particular depth in DHIS2. Scope spans the full implementation lifecycle, from indicator and metadata architecture, platform configuration and deployment through data quality regimes, user adoption and continuous improvement, to the dashboards and reporting products that translate data into actionable information for defined audiences. This includes remediation and optimisation of existing systems, as well as assessment and implementation of interoperability options with other digital health platforms.

Capability C4
Monitoring, evaluation & learning
Design of monitoring, evaluation and learning systems, and delivery of evaluations at baseline, midline and endline. Scope covers theory of change, results frameworks, indicator definition and data flow, evaluation design and fieldwork, and the learning processes that convert findings into programme decisions.

Capability C5
Surveys, assessments & research
End-to-end design, setup and coordination of surveys, epidemiological studies and clinical research, from protocol development, study design and ethics/regulatory submissions through site readiness, training, data collection, quality assurance, analysis and reporting. Clinical research support includes site and investigator coordination, participant recruitment and follow-up, protocol compliance, study documentation and close-out across single- and multicountry studies.

Technical guidance, training & capacity strengthening
Development of the normative products that make technical practice reproducible, and the training that builds capacity to apply them. Scope covers guidelines, standards, case definitions, indicator guides, standard operating procedures, toolkits and handbook chapters, alongside curriculum design, delivery and embedded mentoring.
